I think Canonical just need some time to imperfect the product before they release it under a open source license.
Why? Simply because if it is not good enough, people will start making changed and eventually rebranding it. And Canonical need the PR from the product.
I think it will be released under an open license as soon as they are fairly sure people are happy about the way it works.
